Hmm,that depends on your definition of the word,Sonic X is semi-canon,there's no other thing to call it, as it's isn't exactly harmonious with the games,but if it was entirely non-canon, perhaps it would still exist,but they would have to get permission to use the characters that way,let alone make any money,so I wouldn't think it would have gotten as far as it did.
Even if that wasn't the case, I would probebly still think the same of Robotnik... He doesn't want to break his favourite toy.
It seems weird, but you know what I think, the last thing Robotnik/Eggman wants is to have Sonic dead, he virtually said it himself, in SonicX when Eggman is on Mobius whilst Sonic is on Earth, "I suppose I should be happy that Sonic isn't around, but taking over the world isn't the same without him, it just isn't fun anymore, without Sonic,I have no-one to play with!" Something very close to that anyway.
