Ok, this may not be 100% accurate but ...

First, a freelance illustrator "huke" draw an illustration called "Black Rockshooter" and posted it on his website and such. Then "ryo", a composer and the leader of SuperCell unit (IIRC he was an amateur at that time, though famous), found that and made the song "Black Rockshooter" inspired from the illustration. He used Miku as the singer. He contacted huke and with other members made the first PV and uploaded it on Nico Nico Douga.

It became so-popular. And members of SuperCell (huke joined to the group, too) started to develop more background to BRS and other characters. Then they were approached by measure companies and released CDs, and the animation will be meant to be released.
