From the tiny bit of footage before the tazering it does appear that the woman is resisting. However, since there is little to no footage of what happened before the event it's hard to discern very much of anything.

Gee, don't they get training on stun-guns? You stun for 5 seconds and than you STOP! Everything longer than that will not keep the "suspect" longer stunned but you risk a heart failure. Suspect was refusing compliance commands in the middle of a very volitale situation. They need her compliance as soon as they could get it. The use of a taser is safer for the police and yes for the suspect.
