i have been pulled over by the police atleast 20 times in cuffs atleast 4 times and have never been anything but friendly and respectfull to them because i respect there job.

Freedom of Speech is guaranteed by the First Amendment. It does not provide the right to defame people and it must be balanced against the national interest. (For example yelling "fire" in a crowded theater.) But it does guarantee the right to speak on issues of public concern. .
