If the US put the money where is should be to clean up the neighborhoods and assist with life rehabilitation for the poor instead of fattening the pockets of the crooked & cheating politicians, a decrease in gang activity will most likely occur. Of course they are going to rebel when you have nothing to do and nothing but brokenness surrounding them. Liquor stores, drugs, over populated schools, over populated project housing are a recipe for violence. No motivation or funding to do better.
