it isnt raining after you`ve done a little mission for the ular boys... u have to destroy the emp tower. after you`ve done that, you can fly to it ith the plane and its sunny

@alexpower15 ... hey...i just got just cause 2 last night ...when i first got to the island i didnt know that there were lost references so when i saw the monster i thought it was a bug or something....i didnt even really noticed the black smoke.....it kinda showed up outta nowhere so i unloaded a clip and it didnt do anything....i grappled him to a tree...then all a couple of seconds later the line snapped he tumbled down the hill and dropped his gun...he had a pistol with barely any ammo in it
