Don't limit them (in terms of speed) and the whole system gets bogged down. Bandwidth isn't limitless, and as such, speed cant be either. If no one is being censored, then it is a matter of speed. No amount of regulation will make the internet run faster.
Quick question: Who is being "silenced" by their ISPs? And lets say for a moment that these companies trying to block our freedom of speech due to their agenda. Do we really think that putting the government in charge will change that? We'd be changing one agenda for another. I'm sure that a Republican congress and president would be fine with you starting up a Democrat website.
I'm not saying these companies are as pure as the wind driven snow, but at least with them, we have choices. Don't like one, switch to another. With government in charge, we're stuck with it for at least a couple of years. If we're so censored by these corporations, why can I go find far left and right wing blogs? Why can i find reviews that rip there companies? Why are there pages for the US Army and terrorist groups? Where is the censorship?

The issue is that ISP's can (and have) limited or outright ban certain activity such as bit torrents, gaming, video streaming, etc. The problem is that you can't just switch; cable companies have regional monopolies. Until there are real options (no, dial-up/satellite/DSL are not real options) they need to be regulated to keep them from screwing everyone... which they've been doing.

You do realize that health insurance companies in the US also "ration" health care, except they are fare worse since they are profit-driven and actively make money by denying coverage. At least the government has a stake in keeping you alive as a taxpayer.

1. You don't think bandwidth hogs should pay for their excessive use of service.
2. You don't think ISPs should give a hospital sending an MRI priority over some idiot downloading porn.
3. You don't want the ability to switch to a new ISP in order to get fairer service.
4. You want the same "neutral" internet as China or Pakistan.
5. You think the government (which can't keep a budget together, or follow it's own rules) can manage the web without risk.

The issue is that ISP's can (and have) limited or outright ban certain activity such as bit torrents, gaming, video streaming, etc. The problem is that you can't just switch; cable companies have regional monopolies. Until there are real options (no, dial-up/satellite/DSL are not real options) they need to be regulated to keep them from screwing everyone... which they've been doing.
