A successful government program for people like this is inpatient treatment that slowly returns them back to normal social behavior before they can leave. But most people say that such a program would be going too far.

My fraternal twin sister's tiny 2 pound body probably received more dope from our mom's system than I did, since I lived with only slight problems, but Danielle died within 4 hours. Obviously my mother didn't get to take me home. I stayed in the hospital 5 months, healthy, but no home to go to, cared for by nurses.
My grandmother then received legal custody, but didn't like me or want me. My mother moved 2,000 miles away, never came back, & still lives there. By 2 years old, I belonged to the state & was on an adoption list. My current parents & I were matched about 15 months later, and they are great. But unable to have kids & looking for so long, they were quite a bit older than most natural parents are. So I have the pain of watching the only relatives who ever loved me, rapidly slipping away.
Health affects from my premature birth & drugs in my system were slight, but potentially very serious. I had a third non-functioning kidney, perhaps my sisters, which had to be removed when it started to grow & cause severe pain at age 12. My brain is slowly losing mass for unknown reasons, probably to do with the drugs. Although that has caused severe visual & auditory hallucinations a few times, I have a genious-level IQ. So I don't think that will cause extreme problems in the future.
So see, you're FAR from the only person who's had troubles. Every one of us have at some point in life, some more than others. But MOST of us don't use our life-story as an excuse to make it somehow alright to launch a tirade of insults & belittlement towards others who also have problems. They probably don't even know them very well, if at all. Health affects from my premature birth & drugs in my system were slight, but potentially very serious. I had a third non-functioning kidney, perhaps my sisters, which had to be removed when it started to grow & cause severe pain at age 12. My brain is slowly losing mass for unknown reasons, probably to do with the drugs. Although that has caused severe visual & auditory hallucinations a few times, I have a genious-level IQ. So I don't think that will cause extreme problems in the future.
