Actually its not "better" to use the cables as is. They are most likely damaged or left over pieces not suitable for res/com/ind wiring. If you have a little electrical project for personal amusement then maybe. Otherwise recycling is the best idea.

Surely it is better to use the cables as-is instead of powdering them as producing new cables requires energy to melt the copper
