If Pakistan were to liberate Kashmir, they would have used more than 2000. These were freedom fighters who were tired of the tyrannical Indian rule. The full Indian military might were not able to take back Kargil. The Freedom Fighters were convinced by the Pakistani Government to give back what they had liberated.
