That wasn't even a vest, it was a shirt. Not to mention, how on earth could it be a guide dog, is it supposed to guide the person using his bandana? A LEGIT service dog would never be allowed to obstruct the pathway or be up and down like that. I realize you didn't commit the crime but the dog's owner made some really stupid decisions. It's really a shame.
That's messed up. I'm getting a legit guide dog this August and I am furious that someone would pose their untrained pet as a guide dog. What a disgrace!
