I have a theory that since this game is set in 1910, 40 years before bioshock 1, that its a prequel and in reality Andrew Ryan based both Rapture and his biotics upon Colombia and their bitoics. Either that or his father or a relative built Colombia and he stole the designs and modified them.

Wait are you sure about that last part? Jews can enter Dubai as long as they are not Israeli citizens, and that is for political reasons. It's an international business/tourism city, they don't exclude people as long as they bring money.
