tbh it sounds stupid but I believe she survived if u think bout it she said its always like this for here and for james it all bleak and depressing to show his emotions and she seams unaffected by the fire, I think she was simply lost in her own personal nightmare world of silent hill.
I actually know why Team Silent made her do that. It was just in case the player was still able to see her get to the top of the stairs; they'd see Angela 'dying' in the flames.
you know when james walks into a room with angela and a doorman. angela thinks that the doorman is her father. you know how everyone sees different monsters well james probably saw angleas father as being one of the doorman. but in angelas view its her father
just ignore them the game was only designed to show up to the point she goes through the flames camera hacking must cause a glitch in the programing kinda like if you use a cheatcode to bring Aeris back in final fantasy 7 after she the game will freeze up it's a simply a glitch caused by doing something that does'nt agree with the program
