Not quite "every" Autobot, but yes, she's been around. In G1, both Hot Rod and Springer were vying for her affections in both the cartoon and DW comics, in Headmasters, Chromedome hooked up with her, and in the Devil's Due GiJoe/Transformers comic, She was with Bumblebee.

Arcee was never with Optimus. You're confusing her with Elita One. Both femmes had pink paint schemes, but Elita's was a tri-tone consisting of pink, magenta, and silver whereas Arcee was just pink and silver. Their overall designs were different as well including their helmets and alternate modes.
