Might be satirizing the plight of people who partake in Critical Mass, or organizations like Earth First!, or various green and non-green anarchist organizations, who got in trouble with the law over the past decade. (Some for real stuff they did and some just for being in the wrong place at the wrong time.)
I think Earth First! was classified as "Terrorist" even tho they never did any of the kinds stuff the Earth Liberation Front did. And Critical Mass is just a bunch of activists on bikes.
