There are 3 Luxeon (very bright) LED's, red, green and blue. Flash them on and off 100 times a second. Long flashes make a color stronger, short flashes make it weaker. Constantly change the length of flashes for each color, at different rates for each color, and you get the changing colors. Shine these through 2 lumpy lenses that are rotating slowly in opposite directions, and this gets the wavy color. Doesn't show up very well in the video.
