It is encouraged because an American can keep a large part of the product of their labors and aren't subject to crushing taxation or government fiat (at least not yet). Europe hasn't been that free for a long time, and I don't see China ever becoming that free for many cultural reasons.

Now India, on the other hand, is a wild-card. Could go either way. My money is on them.

As for taxation , sure 18% is a pretty big number but you have to consider that we get far more benefits for the tax money that we pay such as Education and Medicare.

If you say your tax is low then you must consider the fact that you also have to pay for any illness , but medical insurance and pay for schooling.
