So who puts in the pool ? This is job creation, both sides have this fantasy as if cutting taxes on rich creates jobs by him or her hiring more employees. Well no it doesn't , but what it does do is caused job stimulation when they spend. Especially when what they are spending will be higher than what the average american will spend if it does at all. Wouldn't a national literacy / language test BE big government imposing its will on the states? Oh, I get it - big govt is okay if it means discriminating against non-whites. So, who would administer such a test, the Department of Education? Medicare is a government subsidized and its broke. It might have been sustained but your side is so greedy that you expand programs which have no fund sources so you borrow the money out of SS and Medicare promising a profit return which you never deliver. The reason why lower taxes on poor people is bad is because it increases the hording not the spending. The rich don't need to save therefore they spend it on a pool.
