Near as I can tell, he didn't bust any FAA regs. It's perfectly legal to fly that low over a sparsely congested area. An empty waterway is an excellent example. The only question would be the roll at the very end. If that was done at less than 1500ft, then it wasn't legal, but it can't easily be proven that he wasn't at 1500ft, so I'd say he's golden :)
