You only need a licsence if you plan to ride them on roads. Seeing as they probably arn't road legal, you CAN'T ride them on roads, thus don't need a license.

You can drive cars on provate property/roads - this is what these are for :)

No. They are still not road legal. You also need tax and insurance and no company will insure you unless you get tax, and to get tax You have to get the vehicle frame number, which mini motos dont have. I tried it, its still illegal, but wtf, why not drive it on the road just be careful wink wink
