its easy to get dragonair...you go to dragons den and u try to fishing OR (the way i used)...go to dragons den and after you talked to the old man in the cave if u had passed the e4 u talk to him agains and he free gives you a lvl 15 dratini

You can do the Olivine

section OR the Mahogany section first, so they had to keep the levels kinda even.

i dont understand hes the 7th gym leader but his piloswine is on level 34 while jasmines steelix is on level 45 but shes the 6th gym leader??? it doesnt make any sense
