His name comes from Rocky Marciano, but the fighter and story was created entirely by Stallone who had just watched between Muhammad and Chuck Wepner. Wepner lost the fight, but he made it all 15 rounds, like Rocky in the first movie. So, if Rocky was based on anyone, it wouldve been Chuck Wepner.
