this was obviously the awake tour, the year was 1995, so after the labrie accident, because this was in japan. just look at the subtitles...

It's not '09. Labrie has had facial hair since '07. Hasn't shaved it yet. Also, Portnoy and Myung look completely different now. This had to have been 94-97
