It takes imported sand and materials just so they can prop up the foundations for their buildings, they can't exactly replace earth underneath their entire country that would be impossible. On top of the fact UAE is being reclaimed by the desert, it's just an engineering nightmare.

Careful how much you criticize Dubai. Many States in the US are a few privatization bills, budget crunches or infrastructure failures away from poop trucks too. It's called public infrastructure mismanagement - the US's is crumbling as well and has little "revenue" aka taxes to pay for maintenance.
