Sumgya (300)...Shibgya (400), are they speaking Tibetan?

Its BALTI language(dialect of Tibetan language) spoken in Baltistan ....At present Balti has been heavily influenced by Turkish and Urdu and affected by Muslim literature in Persian. With the result that it has deviated frm the original Tibetan language. Counting is still same as Tiabtean ..(shuja Yabgo,Baltistan)
