It's how the game programmers implement the PhysX system into there game. Thing's like this are often due to developers running out of time to sort out little things like that. That could have easily been sorted if the animal was given the correct mass (i.e. heavier to move along the ground due to friction)
PhysX isn't a full physics engine as Havok is. It doesn't affect objects in the game environment. PhysX works alongside the graphics engine and in particular particle effects. Basically PhysX is a physiscs engine for particle effects.
No it isn't just a particles physics simulation.. It's a full blown physics API with rigid body, particles and fluid dynamics, rag doll physics, vehicle physics..
