I could say a lot of things, but Hopper's speech was the only way to preserve his dignity in death. His speech was the only swipe he could take at these guys. He was using their own racism against them to piss them off.
Depicting racism in Art does not make the Artist racist, it makes the Artist a hero for invoking dialogue on the topic.
The point is, that Hopper is deliberately exaggerating the Arab invasion of Spain, France and southern Italy into a black bullshit story to anger the mafioso so he kills him quickly. It also exposes Tarantino's racism, since he is mostly Irish. But...his last name is Italian. Tarantino believes he can remove any connection to crime and Italians by saying "it's because of blacks". This is how you spot a liar. He is truly a racist.
