Mew have a lot of odd stuff that isn't easy to get ones hands on. In fact, since HTWIWM is being re-released on monday, I doubt that anything but their original 1995 demos will be available to download through the forum (The mods in there are pretty strict about it). Still, if you just post a thread about wanting to download the odd stuff (B-sides, mainly) some kindhearted soul is sure to help you out.

That's because this music video was originally made for the original version of the song. It's simply been extended.  Personally, I like the original version of the song better.

And while I get you might have been trying to point out it's a reference to 156 (which it probably is), it was also an indiction of how long into the song it was at that point because on the original version of the song (which is the one in which the music video was made for), that point in the music video showed up exactly at the 1:56 mark.
