According to another source, the pairing is possible since they don't act like brother but actually best friends (and, according to the movie, best friends are always making out :) ).

If i remember correctly from the song and montage you are referring to, Candace meets Phin from the hospital and it is just Phin, Candace and mom, although if they had been half brothers or complete brothers, Ferb would already be in the picture due to the fact that he is older. But he only comes into the video later, after phineas is 3 to 5 years old.
