It's not even that hard to get one from the black market, you just need money and to know the right people. Its just a lot easier to pick up a sharpened or bludgeoning object to rob a servo station. Not to mention its possible to manufacture a sub-machine gun with a few common power tools (Not trying being a wanker, just spewing facts).
