I cant talk to him..No option to talk. He just tells me to go away! My main quest has been stuck here forever.

@skinnydog131 I too have the same problem. Looks like we'll be waiting for the next patch.

I do know why it has happened though;

If you are doing the Dark Brotherhood quest series while you do the Delphine quests, it bugs and does not load the "A Cornered Rat" Quest. There's a fix on PC, but none for console.
