This is a measure to protect our democracy! A referendum is a power delegated to the constitutions of the federal states and thus will only take effect within their areas.

It has been a constitution since 1990.

The GG has to say "Volksentscheid" to be asking for a referendum, it does so in Article 29 but NOT in Article 146.

Well the EU isnt responsible for smoking bans. The European commission is chosen by the EU council / Parliament, both are elected. If we had to elect the EU commission it would be the fastest way towards a federal United States of Europe.. something i dont want.
