The goverment have done everythink they can, people know what they are getting them selves into when they start smoking they don't need to research it, when on every single box says "Smoking Kills" "Smoking causes cancer" etc..

Matthew Elliot seems to have no idea about underage smokers, there are a number of smokers at my school who are as young as 12 and they buy their cigarretes from older pupils and others outside the school who are legally aloud to buy cigarretes.

When in fact research shows that all brands of cigarettes (including ones claiming to be "low tar") are equally harmful.

I think that there is no real way to stop people smoking tbh. I think that the only way of possibly preventing people from starting is what you said about real education. But even then, it might not make a big impact. But i suppose without that, people can't make a propper decision.
I do think that shops must be much more careful about ID-ing obviously underage people though because I know of lots of shops that don't ID anyone (being just 16 and having friends who smoke).
I think just the fact that they're trying to enforce this in Brighton is enough a reason to say it won't work. You can get served underage very easily and if you don't you just go to the next shop.
Fifteen pounds is not much of an incentive, and how would they check? You would have to follow every kid around to make sure they didn't smoke, or just rely on their word. People lie. It wouldn't work.

I'm not sure about the number 8 but I know the number 4 in Korea is a superstition. They don't have 4th floors in hotels because the number 4 in Korean is pronounced very similarly to the word death.

i was offerd my dream car a lotus esprit if i gave up by my 17th , i was like..look dad its my life , my body nothanks heh ..so by 17 got my self a nice banger or ashtray on wheels :D after working around abit i feel less guilty cars and industral pollution is a major cause of strokes, heart attacks, lung cancer ,asma and anxiety attacks and effects thousands on a daily basis anyway the only thing that would have made me give up is if i didnt like it i started due to intrest not peer pressure
yep I think teaching them on what could happen to their lungs and their body in general would be the only thing that'd help! we had plenty of meetings with smokers at school and they told us about their experiences...it was awful...I really think that's the only way to keep kids form smoking...but sometimes it's just the background that doesn't really offer them a chance to avoid getting confronted with this issue...

Most people that I know who are underage smokers get adults to buy them cigarettes, so enforcing the law 'properly' wouldn't make a real difference to their smoking habits.

In the part of the US where I live, there's an anti drug (includes smoking and alcohol) education program in the called D.A.R.E. It stands for Drug Awareness Resistance Education. The local Sheriff's Dept. partners with schools and they go into elementary/primary classrooms to talk about the dangers and effects. Starts when the kids are about age 6 up until about age 10/11. Cool thing.
im not sure about chinese, but the Kanji most noticable of your shirt 四 japanese for four (duh!) pronounce shi or yon and you probably dont care but in japanese "shi" can also mean death, not sure about eight (hachi 八)...
the chinese pronounciation of the no. 4 and 8 is very much similar to the chinese words meaning "death" and "making a fortune" respectively. Buildings in china often skip floors 4, 14, 24... (some skip 13 too for another superstition about pronounciation of the no. 10). Moreover, when chinese arrange/pick some objects, they are prefered in even numbers,and when they often claim their lucky number to be 8.

I think the voucher thing is rather silly, as they will still have the money to buy cigs and they will have some voucher for free, just because they are pretending to care about what the smoking is doing to them.

I personally dont think that showing the kids the cancer ridden patients will make them stop. My boyfriends dad had cancer throughout his entire body and died when my boyfriend was 13, and that didnt make him stop. you know I just quit smoking a couple of weeks ago just after getting advise from a doctor...and after getting one of the bronchi obstructed....I'm only 22 and started that horrendous habit at the age of 16 while I was on high school.... They're told what will happen to their bodies but I doubt they take the warnings seriously. I think rhymingwithoranges' idea of getting people who have suffered the consequences to talk to them is a really good idea because it might help it hit home. Of course the parents play a significant part aswell, but it's ultimately up to the kids who could easily carry on smoking without their parents knowing about it.

Personally, I don't think it's going to work. First of all the kids smoking would actually need to want to quit, and most of them won't, because most smoke for social reasons anyways.
People also smoke for comfort, and it is the vice they choose to calm themselves down. No matter how many times you tell people, they don't see the bad effects happening in the present, so they don't care about the future problems. They are flirting with death and its exciting.

4 is unlucky, and is like the number 13 for western countries. This is because 4 is pronounced Si, which means death, and 8, meanwhile is the opposite and is a lucky number it is pronounced ba, which is close to fa which means fortune.

Scientific studies have clearly shown that cash incentives are one of THE most effective ways to get people to do stuff. This includes helping drug addicts quit and stopping criminals re offending. So... basically... FUCK 'why we giving money to criminals/smokers/whatever' ... it's coz it works! no matter what your common sense says.
oh and cost of bribes is vastly less than cost of treating smokers for lung cancer on the NHS so taxpayers alliance can stfu too.

I am so sick of the stereotype of the knife toting, baby popping, chain smoking adolescent hudlum that permeates the media...why is it being allowed to dictate policy and priorities to our government? A tiny fraction of Britains' health problems are down to underage smokers, many of these kids will see the error of their ways and give up anyway with only a little encouragement. So why offer a bribe that will get them to start smoking in the first place?? I agree that it is simply stupid.

What about the kids who aren't smoking? These kids hardly get recognition or rewarded for not doing things like smoking or drinking as minors yet it is those who are breaking the law that they want to reward for stopping? This is only going to get good kids to start smoking for a week so that they can get some pcoket money. It is showing kids that messing up and then realizing your mistake is more important than realizing that it is a mistake in the first place.

They should just make smoking socially unacceptable. Bribary, like you said, is a short-term fix.

The kid thing is so weird if you think about it. I mean when I saw the picture of him in the papers I thought he was about 6 or 7 years old and thought he was raped. When I read what was going on though I was shocked. Sex education in school should start in early years so that everyone can be sure to know the consequences. That should be adapted to the age of course.

I think that there is no real way to stop people smoking tbh. I think that the only way of possibly preventing people from starting is what you said about real education. But even then, it might not make a big impact. But i suppose without that, people can't make a propper decision.
I do think that shops must be much more careful about ID-ing obviously underage people though because I know of lots of shops that don't ID anyone (being just 16 and having friends who smoke).

I think just the fact that they're trying to enforce this in Brighton is enough a reason to say it won't work. You can get served underage very easily and if you don't you just go to the next shop.
Fifteen pounds is not much of an incentive, and how would they check? You would have to follow every kid around to make sure they didn't smoke, or just rely on their word. People lie. It wouldn't work.

I'm not sure about the number 8 but I know the number 4 in Korea is a superstition. They don't have 4th floors in hotels because the number 4 in Korean is pronounced very similarly to the word death.
ANd the money for not smoking is ridiculous. Just apply this to other laws people are breaking. Are they going to give money for people who "stop" murdering, or driving drunk, or kid napping?

i was offerd my dream car a lotus esprit if i gave up by my 17th , i was like..look dad its my life , my body nothanks heh ..so by 17 got my self a nice banger or ashtray on wheels :D after working around abit i feel less guilty cars and industral pollution is a major cause of strokes, heart attacks, lung cancer ,asma and anxiety attacks and effects thousands on a daily basis anyway the only thing that would have made me give up is if i didnt like it i started due to intrest not peer pressure

yep I think teaching them on what could happen to their lungs and their body in general would be the only thing that'd help! we had plenty of meetings with smokers at school and they told us about their experiences...it was awful...I really think that's the only way to keep kids form smoking...but sometimes it's just the background that doesn't really offer them a chance to avoid getting confronted with this issue...

If underage teenagers really want to get cigarettes, they'll find a way.
Even if as Matt Elliot says, 'the law is enforced properly', kids will find a way to get the cigarettes.
Most people that I know who are underage smokers get adults to buy them cigarettes, so enforcing the law 'properly' wouldn't make a real difference to their smoking habits.
Bribery is definately not the way to sort out this problem though.
I heard about the 13 year old father, I thought it was ridiculous.

In the part of the US where I live, there's an anti drug (includes smoking and alcohol) education program in the called D.A.R.E. It stands for Drug Awareness Resistance Education. The local Sheriff's Dept. partners with schools and they go into elementary/primary classrooms to talk about the dangers and effects. Starts when the kids are about age 6 up until about age 10/11. Cool thing.

im not sure about chinese, but the Kanji most noticable of your shirt 四 japanese for four (duh!) pronounce shi or yon and you probably dont care but in japanese "shi" can also mean death, not sure about eight (hachi 八)...

the chinese pronounciation of the no. 4 and 8 is very much similar to the chinese words meaning "death" and "making a fortune" respectively. Buildings in china often skip floors 4, 14, 24... (some skip 13 too for another superstition about pronounciation of the no. 10). Moreover, when chinese arrange/pick some objects, they are prefered in even numbers,and when they often claim their lucky number to be 8.

I personally dont think that showing the kids the cancer ridden patients will make them stop. My boyfriends dad had cancer throughout his entire body and died when my boyfriend was 13, and that didnt make him stop. I think to be perfectly honest, we shouldnt have to make people stop, if people want to stop they should do it through their own sheer will, we should be concentrating on stopping people from starting

I think the smoking thing is useless, the only thing that can be done is to educate people and raise the responsibility sense in them towards their well being.

I think bribing kids will make them quit long enough to get the money then restart. I know lots of people who do more illegal things, but 'quit' them to get what they want. I think they should be shown (not in pictures, in person) what real smoker's lungs look like, and other such things.
although some kids do want to die early, which I think is stupid. "there are cooler ways to die"

Leave the kids be, their the ones messing with their lives. Getting them to quit at all won't work, if they want to, they will. They'll need to learn the hard way once they get lung cancer at 30.
As for the 13 year old dad, it's worrying what society is turning into. Seriously, by the time his kid is 13 he'll be 26, and ironically 26 is the average age for people to become parents.

you know I just quit smoking a couple of weeks ago just after getting advise from a doctor...and after getting one of the bronchi obstructed....I'm only 22 and started that horrendous habit at the age of 16 while I was on high school.... I knew always about the side effects but think is not enough just watching educational movies....smokers should be able to see their own lungs so they can realise how dirty they are....

I also heard that it's considered lucky in some Chinese dialects, but I'm assuming that's a pretty small amount.
Number 8 is considered the most fortuitous of numbers, it sounds similar to another word that signifies "prosperity".

I doubt there is anything that anyone can do to stops teens from smoking. I was at a school dance the other day and they were even smoking there and the teachers didnt say anything. They are just so hooked and obessed with it they can stop to see how bad it is.
I think it's horrible and would never do that myself, but no matter what you tell them they will never listen....

They're told what will happen to their bodies but I doubt they take the warnings seriously. I think rhymingwithoranges' idea of getting people who have suffered the consequences to talk to them is a really good idea because it might help it hit home. Of course the parents play a significant part aswell, but it's ultimately up to the kids who could easily carry on smoking without their parents knowing about it.

Personally, I don't think it's going to work. First of all the kids smoking would actually need to want to quit, and most of them won't, because most smoke for social reasons anyways.
People also smoke for comfort, and it is the vice they choose to calm themselves down. No matter how many times you tell people, they don't see the bad effects happening in the present, so they don't care about the future problems. They are flirting with death and its exciting.
