What the hell CPD? That car was stuck/stopped for moments at a time. What stopped them from putting a billy club in the drivers window and restraining this person? If close proximity was a safety risk, why didn't they shoot out the tires?? Don't use those guns to just bluff and watch the car drive away. That person could have struck a bunch of people after escaping. Bullshit.
