@vvFanboy It's also possible (in fact i think its been confirmed) that Shepherd purposely duped PFC Allen (who is really too low a rank and rather in the wrong outfit for an undercover op) and set him up precisely so that Makarov could kill him (it's also likely the two antagonists were actual allies) and start the mother of all wars, which is what Shepherd later explains he wanted anyway. So it's likely the data uncovered at Makarov's safe-house would've ultimately led back to Shepherd himself.

Makarov was able to send the russian army to war because he had the russian president and his daughter as hostages

@GabisonStudios In the intro of modern warfare 3, it says they identified him as american cia agent joseph allan and said they believed him to be the leader of the terrorist attack. they wouldn't have been able to identify any of the others due to their crime life. The americans didn't know there was a nuke period until all their electronics went offline and planes started falling out of the damn sky. he had russian tatoos but the fact that he was american would negate that.
