@danielsydney It's my understanding that although Howard said his government would "never ever" have a GST after his party won the election in 1995, the coalition later put it back on their agenda and went to the 1998 election with the GST as a policy. i.e. the public was well aware that voting for Howard was voting for a GST. I think you'd appreciate that this is different to the "There will be no Carbon Tax under the government I lead" comment Julia Gillard made during the election campaign.

One could argue that despite the fact the Howard government were re-elected they didn't get majority of support for the G.S.T. .
