Well ( i'm french I specify ), your macro monarch deck is good of course but u can change some cards like Dekoichi => 3 cyber Valley or Kykoo => 3 D.D scout plane
because you say "macro monarch" use DD survivor and Scout plane for Summon.
In magic spell cards, remove soul exchange, with 3 Survivor and 3 Scout plane it's pretty good.

Very solid deck. Only suggestion would be a Blackwing - Gale (i dunno if i saw it in there or not, if it is, ignore this comment) because its a nice shrink to help the survivors run over monsters, and it makes an easy Armor master or any lv 7 with them
Nice Deck. You might want to take Soul Taker instead of Smashing Ground due to the fact that you get to choose if your opponent has 2 or more Monster cards out.
And maybe, and just maybe, you could run 3 Caius, 1-2 Raiza and 1-2 Mobius. Macro and Mobius Spell/Trap Removal can be benefitial, but that's up to what you think is best.
Oh, and if you feel like you end up with a bad hand now and then, add 2 Magical Mallet('s). Could seem pointless, but it can help out when you need it the most.
Reason I say Magical Mallet over for example Reckless Greed is 1) You always want to Draw in a Monarch Deck. And that "No Draw for 2 turns" is a big no no if you ask me. 2) Since Magical Mallet is a Spell, rather than a Trap like Reckless Greed, you can activate and take advantage of it right away and not have to wait. (-:
I play the scout planes, I'd say those over Dekoichi the Battlechanted Locomotive... they come back with allure and I play karma cut and vortex so it's a great monarch tribute, and you can add a Mobius to deal with royal decrees. Just a few tips, I've been running Macro monarchs for over a year, I like your build though.

I like this deck, this deck is build by a pro. Good work. :)
I would take out Dekoichi the Battlechanted for D.D. Scout Plain.
EC for Fissure or Magic Drain.
Dark Bribe for Dimensional Prison.
