It's not as piercing as something from, say, New Years Day...This could be a similar case to Sweetest Thing, a song that was written for one album, but left off and not properly recorded until a later date.

Bono's voice at it's best, Edges' back vocals soar as his piano creates the perfect feeling, Larry and Adam blend into a perfect rythym - Classic U2

I think it's his new voice...just like they did with Wave of Sorrow. WoS was an incomplete song from the JT era, for the remaster, Bono sang it again, as they didn't have the complete song in his old voice. I think it's the same for this one...

Its an old song, but the vocals have been redone. Check the credits in the war remaster album booklet.
