The tune is nearly definately Japanese, and definately before 1987. I'd be willing to bet it was an early- to mid-1980s manga flick. Search here for Video Challenger Sky Wars. There was a version shown before this one, which had former Olympian Geoff Capes appearing in it. He said a pretty funny line about breaking some weight-training equipment because it couldn't handle his "power". xD
i think that chnl 4 have tried to make the song sound a bit like rocky eye of the tiger but cos of copyright they cant make the song sound exactly the same
