I believe everything that is happening now has been engineered by google, with very good reason. WMG are bullies and likely to actually be manouvering towards a YT hostile takeover like they did to UMG, which without our support google might struggle to fight due to the shear number of copyright infringements. UMG likely still have some contract in play hence only blocked in certain countries.
