Go to the east side of Rogueport after Chapter 4 and in the building next to Bobbery's house you will find the Trouble Center. Go up to the noteboard inside, use it, and scroll through the list until you find one from ??? or something like that. Follow the instructions from there.

The trouble's objective is in the center of Hooktail's room, and requires the use of Flurrie.

The 3 Shine Sprite can be gotten before the next upgrade, in a similar fashion to how Chuggaa got the one in the Pirate's Grotto: hit-detection glitching. Basically, you have to jump at it, and nip the lower-back edge of it on your way down. Takes a few tries, but its worth it. Note: you'll need to jump from the front edge of moving platform.

If anyone is reading this comment, there is something I forgot to mention to people that haven't beaten chapter 3 yet. After you beat it, directly go to the center area of Rogueport and talk to the guy that sells rare items next to the gallows. He should have a badge called "Timing Tutor". When you equip it, in battle, it shows the timing during attacks to get the STYLISH commands. Basically, during an attack, press "A" when an "!" appears. It is really helpful. Trust me.
