Was this released to the public, or was this one of the education cartoons made at the request of the government to teach the troops how to work their weapons?

Sure, many people think of mid-late war tanks and scoff at the Boys AT rifle, but it was adequate against very early tanks, and it beats not having anything. Most people forget that the vast majority of German tanks at the beginning of the war were Pz. I and Pz. II, which were susceptible to such weapons, not to mention lighter AFVs.
The armchair generals here should tell Yakov Pavlov that the AT rifle is "useless", he destroyed a dozen tanks with his PTRS-41...
Irony the Boys was removed from service soon after this film, it was effective against Japanese Tanks (owing to their lighter armor) and early Panzers but by the time this film came out the Wermarcht was starting to recieve Panther and Tiger Class Tanks, which a gun like this were useless against unless you hit the joints
While in some places it is highly naive (I mean, who in the hell has perfect aim like that?), but overall it is a very thorough overview of the gun and its mechanisms.

And this film was quite silly for it's time. In 1942, the idea that the Boys AT rifle could take out any armor then in use is pure fantasy. You might as well be throwing pebbles at the tanks. Even the Panzer III could easily shrug off front and side hits from anything less then point blank range, and even the rear armor would require you to get uncomfortably close.
This film is basically just lies and propaganda as far as how it refers to the effectiveness of the AT rifle.
armour-piercing rounds aren't used to kill infantry. For that you need a bigger explosive charge. Anything less would be highly impractical, if not suicidal for the soldier using it.
Funny how they make it seem that using the anti tank gun is easy.
Add in 50 soldiers, a few tanks, foul weather, unsanitary ground, smog, lack of nourishment, the smell of death and bullets and explosions being fired everywhere and lets see how easy Disney could make it seem now. But thats only a drop in a bucket of what a real battlefield plays out.

Yeah, it shows the naive view we had about war back then - that a soldier could hit a target at 300 yards with ease and most combat took place at range (It didn't), that most engagements were relatively quick and clean at range (They weren't)...
The soldiers who had seen combat knew, as did their commanders, but the rest of the brass didn't. It wasn't until the end of WWII that we did studies and realized how wrong our perception of war had been.
@laughs2hard456 Nah. A carbine is essentially a shorter barrelled-version of a full- length rifle. If you see the rifle muskets of the 19th century and compare them with today's assault rifles, you can see that they have certainly grown shorter. In fact, The M4 carbine is a derivative from the full-length M16. Similarly, carbines such as the G36c and the QBZ 97b are derivatives of full-length rifles. Google it. Google is education!
I remember using a similar gun in Close Combat 3. It was crap. The troops could never hit a tank more than 100 meters away, and less than 100 meters, it wouldn't do any damage and the tanks would just fire back with machine guns and kill the squad.
Speaking of which, I notice in the beginning animation that the tanks don't bother to fire back, so maybe that's why they're successful. :-/
America's Army is a foot soldier game. The Close Combat games, specifically Close Combat: Marines, are more geared toward controlling more than one soldier, though not so many soldiers that it gets into the realm of strategy (it's a real time tactical game). As such, it's more geared toward Sergeants up through Majors or maybe Lt. Colonels.
