Goku had his tail surgically removed sometime before Dragon Ball Z. He has it restored in Dragon Ball GT. However, at that point he is in a child form. So, assume Goku entered Mortal Kombat sometime LONG after his battle with Omega Shenron. While the other Saiyans wrapped their tails around their waist, Goku did let his hang around in DragonBall, so it's possible that when he grew back up he'd still let it hang down.

tip:when ur in bell tower on the lower level when it says fattality do an upper cut not faceing a bell (only counts for the bells u can hit ) and it will show a video of ur opponet landing on a spike with blades cuting opponets arms and legs off (a rat will come and steal a leg)
