You have to file a FOIA (Freedom of Information Act) to see if a few corrupted law-enforcements put you on some "suspicious list" with some sort of community policing. There has been too many convicted law-enforcements working for private parties to destroy their adversaries.

Similar situation happened to me at San Francisco State. In my case it was surely for a difference in political opinion (I am not a Repub but I can't stand radical politics). The only way I can explain is that one day nobody pays attention to you because you keep to yourself and the next day everyone seems to have an opinion about you.
