All i know is that the mod is now released and can be downloaded at hl2ctf.com, i don't play it myself but i know there are quite a few that does.

The new version is not out yet so the only ones having access to it are the devs and playtesters.

Last i heard it was supposed to come out this or next month, i don't know though.
