Our seat belts saved our lives, thank God, but my father had a seizure in the hospital and had to go on medication for many years afterward, and in more recent years, I've had to have four root canals and other dental work that have cost me thousands. It's such a cruel irony how one person commits a crime and the victims pay for it.
I am dubious of the link between your dental situation and being in a collision - your father's seizure could easily be the result of a TBI, that is certainly true - but yes, your original point is excellent.

Um, I don't really drink that much, but my senior-thesis film back as an undergrad was a parody of this, which is one of the many reasons why I find this PSA influential. Peace.
