I think Rei's Nanto Suicho Ken(Water Bird Fist) is Better than Kenshiro's Hokuto Shin Ken(God fist);Kenshiro has a huge list of killing techniques however what techniques that Rei has is devoted to slicing.When they both fight Raoh Ken's is a lengthy fight however with Rei seeing the possibility of death Raoh makes a decisive attack.

Well, Ken's way stronger than Rei. Rei couldn't get through Raoh's aura technique until he did his suicide move. It doesn't really explain this in the movie.
