That is definitely the sun because when the video first start it is dark and you can see the stars. When the sun rises the stars began to fade away, plus the sun shines on the clouds because you can see the sun light at the bottom of the clouds.

He set the exposure very high-- that means that the lens is open for a very long time per picture; and the brightness is collective from all of the time that the lens is open. You can tell because of the dark sky.

it looks like the sun because to capture the surrounding landscape, because its dark out you have to set your camera to take in the largest amount of light, so the landscape looks normal but the moon looks brighter

It's overexposed :) . If you reverse it, so underexpose, you can make the sun to look like a light bulb.

Thats amazing. I want to when do you actually shoot a moonrise. When the sun is going down? I know the moon Orbits on an eliptical path so where do you go to shoot one. On the east as you would shoot a sunrise. or do you shoot a moonrise on the west when the sun sets?

It most definately is the moon. If you pause it and think about a single picture and how bright a full moon can be, with the camera settings in play, then the moon and surrounding area will appear that bright in the picture. This is just time lapse so it goes faster over a long period of time making this astonishing effect.
