Shoot another arrow into that and you will end up above again to pull the leaver. Then hurry down and shoot another arrow. This time the arrow will hit the chain that is holding those crates so they fall down.

Hephaestus has had a pretty lousy life as a god of his skills- he made a lot of the technologies the gods used or prize, and yet he gets thrown out of Olympus by his mother, is cheated on by his wife, has his daughter taken away from him and is sent to hell for protecting her in the first place.
