I live in Yakima wa. and I wanted to start a small business drilling shallow wells for use with the old hand pumps. I went to the dept. of Ecology and was told that to drill a 20 foot deep hole for a 4 inch plastic casing I would need 8000 (eight thousand) hours of experiece to get a liscense. I would have to work for someone else for at least several years before I could suck water out of a twenty foot deep pipe. Welcome to fascist Amerika. Does this seem like a free country to you?
